County-Level Digitalisation: Real Needs, Different Paths
Digitalisation in county towns is a different problem from big cities.
We have joined several county projects in recent years covering government services, agricultural distribution and small manufacturing. Starting points come later than cities, but the needs are real. County digitalisation has its own characteristics.
Three real characteristics
Thin user foundations. Staff used to paper processes; the first requirement is simplicity, not features.
Scarce technical staff. Counties struggle to retain IT specialists, so systems must be hosted and low-maintenance.
Concentrated scenarios. Volume is small but processes intersect: one window handles several services, requiring composite flows.
Paths that fit
Simple first: two fewer features beats three extra buttons. Design screens around what frontline staff actually do.
Local support as the base: long-term contracts with local providers respond faster than remote help.
Training as part of delivery. Without it, good systems dissolve back into paper.
County digitalisation is judged by whether frontline staff use it, not by technical sophistication. Solutions matching local reality are the good ones.
